Which route is best for you?

About Individual Compliance (MTC)

Minimum Technical Competencies (MTC) introduced by the Department for Communities & Local Governments (DCLG) have been a mandatory requirement, for Installers and Surveyors working in the Glass and Glazing sector within the domestic market, for England and Wales since September 2012.  

With the introduction of FENSA Card, FENSA and Helix Training will begin to use the term ‘Individual Compliance’, instead of Minimum Technical Competencies (MTC), which will become the preferred terminology for those in the industry over ‘MTC’.  This decision was made based upon the overwhelming feedback received about the negative association and reference to ‘Minimum’ Technical Competencies.

Installers and Surveyors registered with a glazing Competent Person's Scheme (CPS) such as FENSA, must demonstrate competence in both knowledge and practical ability within their occupation in order to work for a company registered with a CPS that self-certifies work completed.  All Surveyors and individuals who work alone carrying out domestic glass or glazing installations (Installers), must prove Individual Compliance (MTC) under these regulations.  For those Installers who always work on-site as part of a team, at least 1 member of that team must be individually compliant.

To achieve Individual Compliance (MTC) and get your FENSA Card there are four possible compliance routes to choose from.  Further details of the options available are listed below.  To get individual compliance (MTC) please register via the online registration form FENSA Card - MTC Registration.

Industry Experience

This route to Individual Compliance is for Installers and/or Surveyors who have more than 2 years' relevant industry experience. Registration for this route is available to individuals who have not completed an NVQ Qualification in Fenestration or those who have but it doesn’t prove exemption for the occupation they now fulfil.    

Upon successful registration and payment, applicants will be allocated to a relevant approved centre in the preferred provider network and on completion a FENSA Card will be issued.

Online Assessments are completed under exam conditions.  The Installer Online Assessment is 40 questions and the Surveyor Online Assessment is 30 questions and the pass mark for each is 75%. 

The assessments that will need to be passed, based upon the occupation selected, are as follow:

  • ‘Installer’  - Installer Online assessment and Installer Onsite assessment
  • ‘Surveyor’ - Installer and Surveyor Online assessment’s and a Professional Discussion
  • ‘Installer and Surveyor’ –Installer and Surveyor Online assessment’s, Onsite assessment and Professional Discussion 

If an Online Assessment result is less than 75% on the first attempt, registration for a re-sit will need to take place at the cost of £50.00 +VAT (£60.00).  The Online Assessment re-sit can occur twice, resulting in a total of three attempts to pass at 75%.  If after three attempts the 75% pass mark has not been achieved, the approved centre will inform the individual registered what the next steps will be.

If a pass is not achieved on the Onsite Assessment, registration for a re-sit will need to take place at the cost of £120+VAT (£144.00). The Onsite Assessment re-sit can occur twice and if after three attempts a pass has not been achieved the approved centre will inform the individual registered of what the next steps will be.

This route to compliance costs £299 +VAT (£358.80) and Individual Compliance will be for 5 years.   The FENSA Card issued will be valid for 2 years.

If you are unable to attend an online or onsite assessment you are required to notify the approved centre at least 48 hours in advance.  Individuals who do not notify their approved centre at least 48 hours in advance, will be required to register for a re-sit and pay the appropriate re-sit fee.

Qualification

This route to compliance is for Installers and/or Surveyors who would like to complete a Fenestration Installation qualification at Level 2 or 3, or those who have less than 2 years' industry experience and need to be individually compliant (MTC).  On completion individuals will receive an NVQ certificate, a Q Card and the FENSA Card.

Upon successful registration and payment, applicants will be allocated to a relevant regional approved centre in the preferred provider network.  

Progression of a registration involves the approved centre identifying the relevant and appropriate qualification type, based upon the occupation of the individual.  Topics discussed prior to enrolment will be:

  • Suitability of the qualification to the occupation based upon current and future business needs for individual compliance
  • Contractual terms between the individual and approved centre
  • The pricing and if applicable relevant funding opportunities
  • What the next steps are to progress to enrolment within 4 weeks of payment for the registration


This route to compliance costs £30 +VAT (£36.00) and individual compliance will be for 5 years.   The FENSA Card issued will be valid for 2 years.  This price only covers the cost of referral to a relevant regional approved centre and the issue of the FENSA Card.  All costs associated with the qualification will be handled directly between the individual and the approved centre.

 

Existing Qualification

This route to compliance is for Installers and/or Surveyors who completed any of the qualifications listed below in the last 5 years, inclusive of the unit combinations shown:
Relevant existing qualifications for Surveyors:

a)  Level 3 Certificate in Fenestration Surveying (QCF)
b)  SVQ Level 3 Fenestration Installation & Surveying at SCQF Level 6

Achievement of the following 2 units:

 

  • F/600/4425 Identify Fenestration Installation Requirements
  • K/600/8445 Understanding the Building Regulations in the Fenestration Industry

Relevant existing qualifications for Installers:


a)    Level 2 Diploma in Fenestration Installation (QCF)
b)    Level 3 Certificate in Fenestration Installation (QCF)
c)    SVQ 2 in Fenestration Installation at SCQF Level 5
d)    SVQ 3 Fenestration Installation & Surveying at SCQF Level 6

Achievement of the following 7 units:


- A/600/7624 Maintain Health & Safety in the Fenestration Installation working environment
- A/600/8420 Remove existing windows and doors and prepare apertures
- J/600/8422 Prepare and position window and door units ready for installation
- Y/600/8425 Install glass and / or panels into windows and doors
- T/600/8416 Install windows and doors
- A/600/8434 Post windows, doors or conservatories installation activity
- K/600/8445 Understanding the Building Regulations in the Fenestration Industry

Upon successful registration and payment, registrations will be managed by Helix Training. Helix Training will progress the registration via email asking the person registered to provide:

- a copy of the relevant qualification certification (see list above), 
- a passport picture and,
- a copy of the company logo 

All of the above to be sent to Helix Training within 4 weeks of payment to info@trainwithhelix.co.uk or our company postal address.  In instances where a copy of the certificate is not held by the individual it is recommended they contact the awarding body the certificate was issued by for a replacement.  If customers are unsure who the awarding body is we recommend they contact the company with whom they fulfilled the qualification with.  Once the individual’s qualification and company logo are verified Helix Training will arrange printing and the issue of the FENSA Card.

This route to compliance costs £30 +VAT (£36.00) and your individual compliance will be up to the 5 year anniversary issue date of the qualification certificate.   The FENSA Card issued will be valid for 2 years.  

 

Existing Qualification, over 5 years – Continued Professional Development (CPD)

This route to compliance is for Installers and/or Surveyors who completed any of the qualifications listed below over 5 years ago, inclusive of the unit combinations shown:

Relevant existing qualifications for Surveyors:


a) NVQ Level 3 in Fenestration Surveying Q1027098 completed between June 1997 and July 2002.

b) NVQ Level 2 in Fenestration Installation and Surveying Q1052033 or SVQ Level 2 in Fenestration Installation and Surveying G5B922 completed between April 1999 and May 2006, including achievement of Specify Installation Requirements for Basic Installations U1052105.

c) NVQ Level 3 in Fenestration Installation and Surveying Q1052034 or SVQ Level 3 in Fenestration Installation and Surveying G5B923 completed between April 1999 and May 2007, including achievement of Specify Installation Requirements for Complex Installations U1052112.

d) NVQ Level 3 in Fenestration Installation and Surveying 100/3861/9 or SVQ Level 3 in Fenestration Installation and Surveying G7EJ 23 completed between July 2004 and December 2013, including achievement of Produce Specifications for Glass Supporting Systems R/102/4734.

Relevant existing qualifications for Installers:

 

a) Any of the Fenestration Installation and Surveying NVQ/SVQs above.

b) NVQ Level 2 in Fenestration Installation 100/3856/5 completed between July 2004 and June 2012.

c) SVQ Level 2 in Fenestration Installation G7EF 22 completed between July 2004 and December 2011.

d) NVQ Level 2 in Installing Replacement Windows and Doors 777/048/Ft (awarded by Glass Training Ltd).

This route to compliance has been approved by DCLG as an effective means of demonstrating compliance through Continued Professional Development (CPD). CPD is an appropriate way for Installers and/or Surveyors holding a relevant NVQ, achieved more than five years ago, to refresh and update their knowledge to gain Individual Compliance (MTC).  

Upon successful registration and payment, registrations will be managed by Helix Training.  Helix Training will progress the registration via email asking the person registered to provide:

- a copy of the relevant qualification certification (see list above), 
- a passport picture and,
- a copy of the company logo 

All of the above to be sent to Helix Training within 4 weeks of payment to info@trainwithhelix.co.uk or our company postal address. In instances where a copy of the certificate is not held by the individual it is recommended they contact the awarding body the certificate was issued by for a replacement. If customers are unsure who the awarding body is we recommend they contact the company with whom they fulfilled the qualification.

Once the individual’s qualification and company logo are verified Helix Training will send an email with an invitation link for the CPD seminar.  This can be completed online at your convenience within 8 weeks of receiving the invite.  The online seminar will require you to answer 26 multiple choice questions based on the information provided.  75% of these must be answered correctly in order to pass.  Results are reported on a weekly basis by Helix Training and when a pass of 75% or above is achieved the registration will be progressed and the FENSA Card issued.
 
This route to compliance costs £130 +VAT (£156.00) and your individual compliance will be for 3 years. The FENSA Card issued will be valid for 2 years.

 

Renewal - Existing Qualification

This route to compliance is for Installers and/or Surveyors who registered and received a FENSA MTC card through Existing Qualification, which has an expiry date 5 years’ from the date stated on the qualification certificate.

The renewal process involves completing a Continued Professional Development - Online Seminar (for details about what this involves, please see the ‘Existing Qualification – Continuing Professional Development’ section above).

This route to compliance costs £130.00 +VAT (£156.00) and your individual compliance will be for 3 years. The FENSA Card issued will be valid for 2 years.

 

Cancellation and Refund Process


If you wish to cancel your registration and request a refund, please contact Helix Training on +44 (0)844 848 2855. Refunds are processed weekly on a Friday and a credit note will be issued to you. Industry Experience Route

If you have registered on the Industry Experience route and wish to cancel your Registration once it has been processed by Helix Training and an approved centre has contacted you, your cancellation will be subject to an administration charge of £70 +VAT.

This amount will be deducted from the original payment made and you will receive a refund of £229 +VAT.

Existing Qualification - CPD Route
If you have registered on the Existing Qualification - CPD route and wish to cancel your Registration once it has been processed by Helix Training, your cancellation will be subject to an administration charge of £30 +VAT.

This amount will be deducted from the original payment made and you will receive a refund of £100 +VAT.

Qualification and Existing Qualification Routes

If you have registered on either the Qualification or Existing Qualification routes and wish to cancel your registration once it has been processed by Helix Training, your cancellation will be subject to an administration charge of £6 +VAT.

This amount will be deducted from the original payment made and you will receive a refund of £24 +VAT. +VAT.
